Partner: Historic East Baltimore Community Action Coalition (HEBCAC) – Johns Hopkins University Focus: Workforce Development, Program Design, and Educational Leadership

The organization required leadership and foundation for a Career Services Center to address workforce needs for various onsite programs (including GED and addiction recovery). Success hinged on designing quality improvement frameworks and delivering training that led to high job placement and retention rates.

Char-Lynn McClain founded and led the Career Services Center, directing fiscal planning, staffing, and partnerships. We implemented customized job readiness training and coaching services for a client base of more than 300 young adults and built alliances to expand employment pipelines.

To ensure participants in Adult Education Services were equipped with the foundational academic skills necessary for employment and career readiness.

We developed and facilitated specialized Adult Education Services curriculum, applying expertise in adult learning and curriculum design.

  • 100% of participants increased grade levels in reading and/or math.
  • Participants maintained an average grade level increase of 2.6 grade levels in a 20-day period.
  • 93% of participants met the State grade level requirement for “Literacy.”
